Does this mean that industrial policy should focus on these four industries?

This seems to be Duster's implication.

I don't think that is hiss position at all. He seems to be saying that government regulation is too heavy.

At some future time, today's economists will be viewed by historians in much the same way we see the alchemists.

Despite this, their views will likely be more accurate than your own. This is how sciences normally work. The original models of the atom were simplistic at best. Despite this, they still offer insight when compared with less sophisticated theories.

Alchemists actually contributed a lot to development of chemistry as a science.

Of course, this is likely to be a rather unpopular topic here considering the immense contributions of Islam to the discipline.

Not at all.  But their importance to modern society should be recognized.  I'm not sure that's the case.  There are too many instances of rules and regulations that threaten these four.  Particularly from the EPA.
