Expert: ‘On Issue After Issue, the Iranians Prevailed and We Backed Down’

(CNSNews.com) – The emerging agreement on Iran’s nuclear program falls much more within the red lines Tehran declared at the start than with those laid down by the United States, a former senior State Department arms control official told lawmakers on Wednesday.

“If you look at the declared red lines on our side and on the Iranian side at the outset of these negotiations, and when you look at what appears to be emerging as the final agreement, the final agreement is pretty much consistent with the Iranian red lines and bears little relationship to the red lines that were declared on our side going in,” Stephen Rademaker, adviser to the non-profit Bipartisan Policy Center’s foreign policy project, told the House Foreign Affairs Committee.

“So, what that tells you is that during the course of the negotiations, on issue after issue, the Iranians prevailed and we backed down,” he added.

Rademaker was testifying at a committee hearing looking into questions of how a comprehensive nuclear deal being hammered out between Iran and the P5+1 group – the U.S., Britain, France, Russia, China and Germany – can be verified.

Since a “framework” agreement was announced on April 2, laying out the parameters for a final deal due to be concluded by the end of June, significant differences have arisen over the U.S. and Iranian versions of what was actually agreed upon. Two key issues in dispute relate to the timing of the lifting of sanctions, and whether foreign inspectors will be allowed access to military sites.

The U.S. says the Iranians agreed to inspectors visiting any site, “anywhere in the country,” where nuclear activity is suspected; Iran insists military sites are off-limits.

Rademaker, who served as Assistant Secretary in the Bureau of Arms Control and the Bureau of International Security and Nonproliferation under the George W. Bush administration, pointed to the clashing narratives.

“You’ve watched the spectacle of the dueling fact sheets – the U.S. fact sheet and the Iranian fact sheet – and the Iranians saying that the U.S. fact sheet is all wrong and the supreme leader [Ayatollah Ali Khamenei] taking issue with some of the details,” he said.
