If that graph isn't based on "constant dollars," I would be shocked!

At best we can say tax cuts are not inconsistent with increases in revenue. I agree we can't draw causation from a chart alone.

But if we use our economic reasoning I bet we can find causal arguments to explain the correlation.

Causation is almost impossible to prove with economic policy, which involves countless transactions.  Better to try a policy, and if it works, it works.
