we have unemployment insurance for those who have been employed and lose their job.  Welfare is one of our many programs for poor people and part of our "safety net".  It is lucrative enough that now a family of four can make the equivalent of a $45,000/year job.  For unskilled (often illiterate) people, they have become "trapped in a generational cycle of welfare programs", since they lack the skills to gain employment that will make the equivalent.  In spite of fully paid educational and training programs, most of those receiving support have no motivation to get off their lazy asses and get a job!

This is a study from 2013.  It's higher now...  (meanwhile, we are $20 Trillion in debt and less than 50% of Americans pay any income taxes.  The more you make, the more they take and those living off the public dole, vote for higher taxes on the people making the jobs and working the jobs and paying the taxes)

Thanks - so, if low wages are topped up by the taxpayer, does that mean that employers are subsidised because they can pay below a living wage?

This is exactly what is happening in UK; low wages mean immigrants come here, live 2 to a room for a couple of years on rubbish wages, then go to Romania or wherever as reasonably wealthy people.

Meanwhile, the UK workers can't get housing on those wages, can't have a family, and find themselves out of a job.

Who wins? Well, the farmers etc. who get cheap labour of course!

That's why most businesses support free movement. Keeps wages down and profits up.
