There was a time when non-citizens voting in U.S. elections was common and perfectly legal.


From the ratification of the Constitution and throughout the 19th Century, many states had a length of residency requirement (often one year) but no U.S. citizenship requirement. The last state to disenfranchise resident aliens was Arkansas, in 1926. There wasn’t a federal law prohibiting non-citizen voting in federal elections until 1996.

Today a handful of cities allow non-citizens to vote in municipal elections. So long as the state permits it, that’s their decision and there’s nothing Congress can do about it. Their power over election laws is limited to congressional elections, aside from enforcing the bans on discrimination by race, sex, age, or failure to pay a poll tax. I really like Justin Amash. And I have to admit ^ this history is news to me.

But it makes sense if you think about it. Residents are subject to the laws of the US, so why not let them have a say?

When New York City was considering allowing green card holders to vote back in 2013, I came across this paper by Jamin Raskin:

Of course voters should be U.S. citizens. There is absolutely no reason to allow foreigners to vote.

Libbies cry about Russia supposedly interfering with our elections, yet they have no problem with letting voters actually take part in them? Doesn’t make sense.

At the same time though, one should note there were also various other types of requirements one had to meet to be eligible to vote in many states.

Many states I believe had property requirements, for instance.

Universal male voting didn't really become a thing across the whole country until the 20th century, I believe.
