I really question your sanity sometimes.

I was better off under Kennedy than I was Eisenhower. I was better off under Johnson than I was Kennedy.  I was better off under Nixon than I was Johnson.  I was better off under Ford than I was Nixon.  I was better off under Carter than I was Ford.  I was better off under Reagan than I was Carter.  I was better off under Bush I than I was Reagan.  I was better off under Clinton than I was Bush I.  I was better off under Bush II than I was Clinton.  I was better off under Obama than I was Bush II.  And I am better off under Trump than I was Obama.  And the one thing that trend has in common is it had little or nothing to do with who happened to occupay the oval office.

What stopped him from building that wall, so far, is that people with good sense simply do not support it to the extent he says he would like them to. Including R's.  He had an R Senate and House long enough to get good things done, but building that wall just doesn't seem to be "good" enough to warrant that level of support.  Same with Obamacare, except the difference there is he never had a better and cheaper plan to replace it with. He said he did, and I don't doubt he thought he did. His mind just works that way.

With this latest dust up over the Mexican tariff threat, even Lindsey Graham, who I thought had his nose so far up Der Fuhrer's behind he could barely breathe, wouldn't support him. And all the concessions he allegedly got by threatening the tariff were already there.  And Mexico denies any "secret, as yet undisclosed" concessions. 

But his lies aren't wearing me out.  As I stated, I don't think many of them are really lies.  I think he believes them. He is impulsive and just says/tweets what pops in his head without benefit of reflection.  He's a clown.

I am going to answer "neither."

The overhwhelming majority of a tariff is paid by the end user of the product on which the tariff was assessed.  There are cases where a producer or middleman, due to competition, will eat some of it, but by and large it just gets added to the cost paid by the end user.

This is why even Lindsey Graham, who is the only person I can think of that MIGHT love Trump as much as you do, would not support the Mexican tariffs which Der Fuhrer was threatening to assess if he did not get some concessions that, as it turns out, he already had, allowing him to declare victory and retire from the field of battle. 

And you think "Mexicans have more than we do?"  Really?  If that were true, Mexico probably WOULD pay for the wall, but it would be to keep US out.

If I were trump I would use tariffs to get mexico to the table with the hope of someday dropping all tariffs in both directions..

tariffs are just another way for gov't to indirectly tax citizens..

If Trump were capable of developing strategy (rather than simply tweeting and following impulses), he might.  He only recently figured out that Mexico and China do not pay the tariffs assessed on goods imported from those countries.  I think he really thought they did, or he (characteristically) never thought it through in the first place.
