The Paradise fire was not the result of not clipping dry grass around homes. The surrounding forest caught fire from downed powerlines (high wind) and the conflagration went roaring up to the hilltop community. Taking care of dry grass and raking the forest floor isn't much good when the wind blows burning embers a mile to land on houses and other trees.


I didn't suggest it was.  My point, that flew completely over your head, is that there was little to no preparation.  You don't build homes that can practically instantaneously combust in an area like that.
