The same black market which is providing arms to the terrorists and insurgents our troops are fighting against or helping to fight against in Iraq, Afghanistan, the Philippines, and elsewhere around the world. There is nothing, absolutely nothing, calling for banning small arms and light weapons.
That would depend on your definition of "illicit traffic" in small arms. You do realize that the UN is in favor of banning small arms for everyone but it's member nations support troops right? No shotgun for you, no AK for akbar, same same to them.

I think My Lai was probably outside the rules of engagement in any war. And they probably didn't have to be told the rules of engagement to know it was just wrong. The AMERICAN in the helicopter who threatened to turn his guns on them (that finally stopped the slaughter) certainly knew it was wrong. So, probably, they should have figured it out.
