Amendment 2010.2

The average annual budget of any government in the union shall not exceed 5% of the total revenue generated by taxes and fees in the previous year. This amount can only be overrulled during times of declared war with the express purpose of national defense, times of declared emergency with the express purpose of abating said emergency, and for capitol projects. Once the overulling factor is abated the debts incurred during shall be paid in an appropriate manner with payments considered as part of the “budget” and constrained as described in the first sentence.
