The sum total of income tax the governments of the Union shall impose on Citizens shall not exceed 10% per annum. There shall be no taxes imposed on any property nor shall taxes be imposed on any holdings of any kind past the original point of purchase or transfer. Taxes imposed at point of purchase or transfer shall not exceed 3% of the local market value. The portion of revenue generated in the form of taxes shall be portioned to the various levels of government according to common agreement of the respective governments.
