Hey William I would email them and check. But I was flipping through and tested it out and I went all the way through checkout and put Romania in as the destination and it still said $3.99 as the shipping amount. So you might want to email and double check if you really want a t-shirt from there.

This may have been mentioned here at another thread but Fright-Rags has some pretty cool shirt designs at a reasonable price. I just got the Frankensten's Monster shirt and it is the best Frankenstein shirt I have ever seen.

Simple but classic.

They have a great customer service department too.
